NMC Guidelines: (Don’t apply for MBBS in Russia without checking these rules)

In November 2021, the National Medical Commission (NMC) released the “Foreign Medical Graduate Licentiate Regulations, 2021,” which apply to foreign medical graduates seeking permanent registration in India, not exclusive to Russia. These regulations outline specific criteria:

  • Course Duration: The General Medicine course in Russia spans 6 years, the same for local and foreign students, meeting the requirement of a 54-month duration.
  • Internship: NMC stipulates a 12-month internship in addition to the 6-year course. Russian medical universities provide clerkship/clinical rotations for 12 months or more.
  • Medium of Instruction: Many Russian universities teach in English. However, proficiency in the Russian language is essential for patient interactions during hospital visits and local communication. A licensing exam in Russia is also conducted in Russian.
  • Professional Registration: Russian medical degrees are registered by competent authorities. To practice in Russia, graduates must pass an accreditation exam in the Russian language.

As of 2023, very few countries meet the FMGL Regulations. If you study in Russia, remember:

  • Complete your foreign medical graduation course within ten years from enrollment.
  • Proficiency in the Russian language is required.
  • Degrees from universities with a bilingual pattern may not be valid in India.
  • To ensure the validity of your degree in India, clear the NEET exam before admission. MBBS abroad without NEET may not allow you to sit for NEXT.

NOTE: It’s important to note that if the NMC does not acknowledge the included internship within the 6-year program, you’ll be required to complete an additional year of internship in Russia after the initial 6 years.

Intake Options for Indian Students Wishing to pursue MBBS in Russia.

September Intake

This is a popular choice among Indian students, with classes commencing in September.

March Intake

Limited to certain universities, the March intake's admission process generally starts in January, and classes begin in March.

Application Deadlines and Admission Process for MBBS in Russia.

The application process for MBBS programs in Russia doesn’t adhere to a universal deadline. Each university sets its own specific closing date, often based on the filling of available international student slots. Consequently, the last date varies depending on when a university’s seat quota is met or the individual date specified by the university.

To ensure a strong application, it’s advisable to apply immediately after taking the NEET exam, provided you are confident about your qualification. Notably, qualifying NEET is a prerequisite for MBBS admission abroad. If you have already cleared NEET in the previous two years, consider applying in May.

Classes typically commence in September, while entrance exams are conducted by universities in May-June. Missing the entrance exams can hinder admission, and the process itself involves visa applications, making an early application essential.

Disadvantages of Studying MBBS in Russia

  • Bilingual Course Challenges: Numerous universities offer bilingual education, which implies that some years are taught in English while others are in Russian. This can pose difficulties for students.

NOTE: Opting for institutions like Crimea Federal University, Kazan State Medical University, Synergy University and Ulyanovsk State University, which provide a full 6-year English medium curriculum with additional local language instruction, can be more beneficial.

  • Concerns with Consultancy Guidance: Misguidance is a prevalent issue among many consultancies that lack firsthand knowledge of the actual situation in universities. Choosing a reliable consultancy becomes imperative.

NOTE: RICH GLOBAL EDU’s team has personally visited medical colleges in Russia, equipping us to guide students effectively.

  • Challenges of Corruption: Instances of corruption in various universities where students are solicited for money in exchange for passing exams are not uncommon. Such practices lead to compromised education and ultimately contribute to failure in FMGE/NEXT.

  • Climatic Adjustment Issues: Adjusting to the cold climate in Russia poses a challenge for many students. Notably, the weather remains below zero degrees for 2-3 months annually. Individuals with cold climate-related concerns should reconsider studying in Russia.

  • Licensing Exam Requirements: As per the new NMC rules (FMGL Regulations 2021), acquiring a licence from the country where you study medicine abroad is mandatory. After completing the 6-year MBBS course in Russia, clearing a licensing exam in the local language, Russian, is essential, as emphasised by the Indian Embassy in Moscow. Mastery of the language is crucial for success in this examination.

  • Banking System Challenges: The ongoing Russia-Ukraine war since March 2022 has led to certain challenges, including the disruption in the banking system, such as the ban on SWIFT in Russia, affecting the process of fund transfers from India to Russia through banks.
  • Language Requirements and FMGL Regulations for MBBS in Russia: Importance of Learning Russian

Certainly, it is mandatory to learn the local language, Russian, while pursuing your MBBS in Russia. This requirement remains in place even in universities that offer the entire course in English medium.

The language program is integrated into the syllabus without any additional fees. Proficiency in the local language is essential for effective communication with patients during hospital visits and for everyday interactions with the local community.

NOTE: Additionally, in accordance with the FMGL Regulations 2021, clearing the licensing examination in Russia is a prerequisite for appearing in the NEXT examination in India. Notably, this licensing exam is conducted exclusively in the Russian language, underscoring the significance of acquiring proficiency in the local language.

  • The Reality of Scholarships for MBBS in Russia

The reality is that there are no government, university, or NGO-sponsored scholarships for MBBS in Russia. Many claims about scholarships are often marketing strategies, and the actual provision of scholarships remains elusive.

Traditionally, a scholarship entails financial aid provided to support a student’s education, typically awarded based on academic or other notable achievements. However, the expectation of a significant reduction in the fee structure through a scholarship is not feasible in this context. Generally, the financial responsibility of funding the education either falls upon the student’s parents or necessitates the acquisition of an education loan.

While a few universities may offer scholarships based on students’ academic performance, such opportunities are limited and not guaranteed for every student. It is advisable to plan your education based on your budget rather than relying on potential scholarships.

Despite these challenges, the benefits of studying in Russia outweigh the disadvantages. With the right university selection facilitated by a dependable consultancy, your experience can be positive, paving the way for a successful career as a skilled medical professional.

We are here to assist you in selecting a university that aligns with your financial plan.

Educational loan For MBBS in Russia

Securing an education loan for pursuing MBBS in Russia is indeed possible, although it might require some effort as not all banks readily offer loans for studying abroad.

Loan Amount and Application Process
Banks typically offer loans of up to ₹7 or 7.5 lakhs without the need for any collateral, whereas for higher loan amounts, collateral might be required. During the loan application process, banks will scrutinise parental documents alongside essential details such as the admission letter, which can be facilitated with the support of Rich Global Edu.

Preferred Banks and Interest Rates
To initiate the loan process, it is advisable to approach Government Banks or Public Sector Undertaking (PSU) banks such as Canara Bank, State Bank of India, Allahabad Bank, or State Bank of Mysore. It is recommended to first approach the bank where you hold an existing account. The interest rates are typically in the range of 10-13% for loans exceeding INR 4 lakh and 7-9% for loans below INR 4 lakh, with compound interest calculations being employed by the bank.

Important Considerations
The bank disburses the loan on a yearly basis, and failure in the initial year might affect subsequent loan disbursements.

The process of securing an education loan might require applications at multiple banks before obtaining approval.
It is crucial to gather detailed information from the bank regarding the repayment schedule and the total interest amount to be paid.
