Vietnam National Medical Council to Begin Administering Medical Licensing Exams from 2027.

Under Vietnam’s Law on Medical Examination and Treatment, the National Medical Council will begin administering licensing exams for medical practitioners starting in 2027. These exams, detailed in Article 25 of the law, aim to evaluate the practice capacity of professionals such as doctors, nurses, and medical technicians before granting them licenses to practice.

Enacted on January 09, 2023, this law aims to standardize medical practice and ensure the competence of healthcare professionals in Vietnam. It came into effect on January 01, 2024 and introduces significant changes to licensing and practice requirements.

Key Points About the Licensing Exam

1. Governing Body
  • The National Medical Council of Vietnam will organize and conduct the exams.
2. Purpose
  • To evaluate the practical skills and knowledge of medical professionals before granting licenses to practice medicine in Vietnam.
3. Applicability
  • This exam will apply to individuals seeking licenses for the following roles:
    • Doctors
    • Assistant doctors
    • Nurses
    • Midwives
    • Laboratory technicians
    • Clinical nutritionists
    • Pre-hospital emergency care providers
    • Clinical psychologists
4. Implementation Timeline
  • Doctors: From January 01, 2027.
  • Assistant doctors, nurses, and midwives: From January 01, 2028.
  • Laboratory technicians, clinical nutritionists, pre-hospital emergency care providers, and clinical psychologists: From January 01, 2029.
5. Exemptions
  • Testing is not required for those applying for licenses between:
  • Doctors: January 01, 2024 – December 31, 2026.
    • Assistant doctors, nurses, and midwives: January 01, 2024 – December 31, 2027.
    • Laboratory technicians, clinical nutritionists, pre-hospital emergency care providers, and clinical psychologists: January 01, 2024 – December 31, 2028.
6. Conversion of Practice Certificates
  • Practice certificates issued before January 01, 2024 will be converted to practice licenses and must be renewed every five years.

Steps to Obtain a Medical License in Vietnam till 2027.

Here’s a simplified and step-by-step guide to help you navigate the process:

Step 1: Verify Eligibility

Ensure you meet the basic requirements:

  1. Possess a valid medical degree or equivalent qualification recognized in Vietnam.
  2. Have completed the required practice period (18 months for doctors, 12 months for physicians, etc.).
  3. Be free from legal, ethical, or health issues that may prevent you from practicing.
Step 2: Gather Required Documents

Prepare the following documents:

  1. Application Form: Use the official form prescribed by the Ministry of Health.
  2. Medical Degree/Certificate: Certified copy of your medical qualification.
  3. Proof of Practice: Certification of the mandatory practice period in Vietnam or abroad.
Practice Requirements for Doctors

To be eligible for a medical license in Vietnam, doctors must complete a specific period of supervised clinical practice. The details are as follows:

Duration of Practice:
  • Doctors: 18 months of clinical practice in a recognized medical institution in Vietnam or abroad.
  • Specialists (e.g., surgeons, pediatricians, etc.): If you’re applying for a specialist license, you may need proof of training and additional practice in your chosen specialty.
  • Traditional Medicine Doctors: A minimum of 12 months of clinical practice.
  1. Work Permit: Obtain a valid work permit issued by Vietnamese labor authorities.
  2. Language Proficiency Proof: 

Either:

  • Vietnamese Proficiency: Most foreign doctors are required to demonstrate their ability to communicate in Vietnamese, as the majority of patients speak the local language.

This typically involves providing a certificate of proficiency in the Vietnamese language from an accredited language school in Vietnam

OR

  • If you are not proficient in Vietnamese: You may still practice with the help of a certified medical translator or interpreter.
  1. Criminal Record: Issued by authorities in your home country or Vietnam.
  2. Health Certificate: A certificate confirming fitness to practice medicine, issued within the last 12 months.
  3. Photographs: Two recent passport-sized color photos (4×6 cm).

Note: If documents are issued abroad, they must be translated into Vietnamese and legally notarized.

Step 3: Submit the Application
  1. Submit your application and supporting documents to the Ministry of Health in Vietnam.
  2. Pay any applicable fees as per government regulations.
Step 4: Application Review
  • The Ministry will assess your application within 20 working days.
  1. If documents are missing or incomplete, you will receive instructions to make corrections.
Step 5: Approval or Rejection
  • If approved, you will receive your medical license within 10 working days after appraisal.
  • If denied, the Ministry will issue a written explanation.
Step 6: Begin Practicing

Once you receive your license:

  1. Register with a medical institution in Vietnam.
  2. Adhere to local medical ethics and standards in your practice.
