Letter No. С-2382 dated July 10, 2025
Subject: Your inquiry regarding the employment of foreign nationals in the healthcare sector of the Kyrgyz Republic
Dear Mr. Raphael Sebastian,
The Ministry of Health of the Kyrgyz Republic has reviewed your request regarding the employment of foreign nationals and offers the following response:
According to Article 150 of the Law of the Kyrgyz Republic “On the Protection of Citizens’ Health,” medical and pharmaceutical professionals are permitted to practice in healthcare organizations regardless of ownership type, provided they have passed attestation and registration in accordance with procedures established by the Cabinet of Ministers of the Kyrgyz Republic.
As per Order No. 755 dated June 8, 2021, issued by the Ministry of Health, the following regulations were approved:
– Procedure for employment in healthcare practice within the Kyrgyz Republic;
– Procedure for registration of medical and pharmaceutical professionals;
– Procedure for attestation of medical and pharmaceutical professionals.
Foreign nationals must confirm their educational qualifications obtained abroad in order to be eligible for attestation and registration. Qualifications obtained within Kyrgyzstan do not require additional confirmation
Additionally, in line with the Regulation “On Licensing Certain Types of Activities,” approved by Resolution No. 678 of the Cabinet of Ministers dated December 4, 2023, private medical institutions and individual practitioners must obtain a license if they intend to carry out private medical practice.
In accordance with the aforementioned law, foreign nationals and stateless individuals who wish to engage in medical or pharmaceutical work in Kyrgyzstan may do so under the same rights and responsibilities as Kyrgyz citizens—once they successfully pass professional attestation.
